Background Information Document on Quorum and Rules

National Model Local Rules for Branches

Any rule changes must be in line with the Model Local Rules adopted by Congress in 2016 and stipulated by at rule 12.6 which says:

“Branches/local associations shall by 1 December 2017 adopt their own rules which shall be consistent with the Model Local Rules agreed by Congress 2016 or varied by rules motions to subsequent Congresses. Thereafter these Model Local Rules will be deemed to have been adopted by all remaining branches/local associations as their local rules.”

All rule changes must be checked and approved by UCU’s national Democratic Services office. Without a compelling local reason for a change (or with significant reasons against a change), the national DSO will not permit a deviation from the model rules.

The nationally agreed model rule for Quorum is as follows:

“16 QUORUM
At all general meetings, including extraordinary and emergency general meetings, of the Branch/LA a quorum will be one twentieth of the membership or 25 members, whichever is least. In any case, the quorum must be greater than the total size of the committee.”
