Description
Procurement is a series of decisions that commences at the inception stage of a project and is concluded only when the facility is operational, with long term asset management strategies in place. These decisions can have significant implications for how the asset is financed, designed, constructed and used. This module considers the factors that can affect these decisions, and the role of professionals in advising clients on the appropriate procurement route, tendering process, risk management and project delivery
Aims:
- Provide an understanding of the key procurement routes for construction projects, and how these should consider the entire life cycle of the project including the use of the asset.
- The ability to evaluate critically the appropriate procurement route for a project, reflecting the needs of the client and the specific project risks.
- Understand the tender process for a construction project, and how this may be affected by public procurement rules.
- Awareness of the standard form contracts used on construction and engineering projects.
- Appreciate the conflicting obligations of a contract administrator/project manager in advising a client and managing the building contract.
Issues the Module may tackle:
Delivery of a project from inception through to construction is based on several interrelated decisions. This module considers how these decisions are made, and the value that can be added by informed professionals with an appreciation of the general and specific risks, and the obligations of the various parties involved in developing the asset.
Learning objectives:
- Advise on the appropriate procurement route for project, taking account of the needs of the client and the specific project risks.
- Ability to arrange a tender process that is compliant with public procurement rules.
- Assess which standard form may be appropriate for the construction of the project.
- Awareness of the key obligations of a contract administrator, and the risks inherent in taking on this role.
