The objectives of Gender in Policy and Planning are to examine gender relations and their intersection with other social relations in the context of the development of human settlements, and to explore the institutionalisation of gender in policy, planning and management aimed at a more socially just development. The module examines gender relations in the socio-economic, political and environmental processes associated with (but not limited to) the development of cities, and the ways in which gender intersects with other social relations, considering diversity and difference in human settlements. The module is intended for those who have an interest in inclusive approaches to urban planning, development, and related policies and programming.

We will assess intersectional gender relations in a range of development sectors and discuss the conditions for gender mainstreaming in these sectors. The module runs over one term, comprising a mixture of lectures, group work and seminar presentations and discussions. In the first part of the module, we will focus on gender policy and planning approaches in human settlements. This will be comprised of three sessions, during which the DPU Gender Policy and Planning toolkit will be shared. In the second part of the module, we will use this set of approaches to bring a gender perspective to a range of sectors and development issues. These will include: gender and economic production: gender, environmental risk and resources; gender, health and wellbeing; addressing gender-based violence, and; gender, mobilisation and active citizenship.

After taking this module you should acquire:

• Knowledge and understanding of gender relations and their intersection with other social relations in socio-economic, political and environmental processes relevant to the development of human settlements.
• Knowledge and understanding of the conditions under which more equal gender relations can be addressed as a cross-cutting issue in the policy, planning and management of human settlements.
• In depth-knowledge of the impact on women and men of selected sectoral policy and planning relating to human settlements development.
• Capacity to develop analytical and critical arguments on the basis of theory and empirical evidence in the field of gender and urban development.
• Capacity to use a set of conceptual ‘tools’ for gender planning in urban development policy, planning and management practice.
