This module presents the tools and processes currently employed in the development of business cases for infrastructure projects, programmes and plans, both in the UK and elsewhere. It critically reviews the theory and practice used in these fields drawing from, amongst other resources, recent OMEGA Centre international case study research, the experiences of HM Treasury and the Department for Transport in UK Government, the European Investment Bank (EIB) and the World Bank. The module identifies the relative strengths and weaknesses of such tools, examines the degree to which they are adequate in their approach to judging project ‘successes’ in terms of strategic fit, financial viability, commercial opportunities, project management and value for money.
